Lake Forest-US Real Estate Services has named Jacksonville, Fla.-based Barry Owens Jr. its Eastern regional executive sales representative.

Most recently he ran Owens Consulting, a firm that provided services to mortgage outsourcing companies including USRES.

Prior to opening Owens Consulting, he held the title of assistant vice president for Chase Home Finance. From 1990 to 1996, Mr. Owens ran collection units for Integra Mortgage Co.

Santa Ana-The First American Corp. said that James W. Young has been named national account director within the company's client relations division.

Mr. Young joined First American in 1998 with the acquisition of National Information Group where he held the position of senior vice president, Western regional sales manager.

Most recently, he has served as a vice president with First American responsible for establishing multiproduct relations with lender-owned and independent national settlement service companies. He will continue to work out of First American's Dallas office.

Pasadena-IndyMac Bank has made a series of promotions.

Ken Ruzak has been named first vice president of IndyMac's home loan servicing division.

He has been with IndyMac for eight years and previously served as vice president.

Rebecca Angelos was named vice president, marketing event manager for IndyMac's mortgage banking division.

She has been with IndyMac for four years and previously served as assistant vice president.

Jill Jacobson has been promoted to vice president for the secondary marketing division.

She has been with the company for two years and was previously an assistant vice president.

Michael S. Nakama has been appointed to first vice president of corporate administration.

Previously, he was vice president of corporate administration and has been with IndyMac for two years.

Meg Wade has been promoted to first vice president of investor relations.

She previously served as vice president and has been with Indymac for eight years.

Bill Rothman has been appointed to chief lending officer, senior vice president of IndyMac's homebuilder division.

He has been at IndyMac for two years and came to the company from Washington Mutual where he previously served as senior vice president, national sales manager.

William P. Massos has been promoted to vice president of IndyMac's homebuilder division.

Previously, he was a financial analyst and came to IndyMac from Acorn Management.


Stamford-GE Real Estate said that Alec Burger has been appointed senior vice president for its North America debt division and will be based at GE Real Estate's corporate offices in Stamford and North America debt division headquarters in Dallas.

Prior to his promotion, he served as managing director of GE Real Estate's United Kingdom region.

Mr. Burger began his GE career in 1991 with the corporate business development group. In 1993, he joined Vendor Financial Services in London as a business development manager, before moving back to the U.S. in 1996 as general manager of VFS's information technology group.


Washington-Fannie Mae has appointed Enrico Dallavecchia as executive vice president and chief risk officer, Michael Shaw as senior vice president for credit risk oversight and Angela Hardy Isaac as senior vice president for operational risk oversight for the company. The company also appointed Mark Winer as senior vice president for business analytics and decisions.

Mr. Dallavecchia joins Fannie Mae from J.P. Morgan Chase, where he was the head of market risk management for the chief investment office and retail financial services.

His responsiblities included oversight of the firm's global investment portfolios and structural FX exposures.

Ms. Isaac joins Fannie Mae from Protiviti, a subsidiary of Robert Half International Inc., where she most recently served as the director and product leader of Basel II services with responsibility for building a new operational risk advisory practice.

Prior to that, she served as the Bank of Hawaii's executive vice president and director of its risk management division.

Mr. Shaw joins Fannie Mae from J.P. Morgan Chase, where he most recently served as the senior credit executive for consumer banking.

He also served as a member of the risk management executive group at J.P. Morgan and for Chase Financial Services as the senior credit executive and prior to that was the senior risk manager for global risk management at GE/GE Capital.

Washington-Matthew P. Previn has become a partner with Buckley Kolar LLP.

Mr. Previn's practice focuses on the defense of financial institutions in consumer class action and retail financial services litigation. He has litigated cases arising under the Truth in Lending Act, Equal Credit Opportunity Act, Fair Credit Reporting Act, Fair Debt Collection Practices Act and Telephone Consumer Protection Act, as well as state unfair and deceptive acts statutes.

Prior to joining Buckley Kolar, he was senior counsel at HSBC Finance Corp.


Jacksonville-MortgageFlex Systems Inc. said that Dan Mulberry has joined the company as Southern regional sales manager.

Mr. Mulberry's career covers 23 years in the banking and lending industries.

He began his career as a financial analyst and has held executive level positions with Glendale Federal Bank, Chase Manhattan Mortgage Corp., Dorado Corp. and Alliance Bancorp.


Atlanta-SouthStar Funding has hired Dick Schultz as senior vice president and chief information officer.

Mr. Schultz brings more than 25 years of experience to SouthStar Funding and served as CIO for American Home Mortgage.

He has also served as chief technology executive and as a corporate executive committee member for Old Kent, First Nationwide and Signet Mortgage.


Eagan-AllRegs said that Dan Thoms has accepted the position of senior vice president for sales and strategic initiatives.

Mr. Thoms was most recently vice president of education and business development for the Mortgage Bankers Association, where he was instrumental in the launch of CampusMBA, the association's educational division.

Prior to joining MBA, he served as the associate director of The Center for Learning and Educational Technology at the University of Maryland in College Park, Md.

Minneapolis-Kevin T. Pogoda has joined Old Republic National Title Insurance Co. as assistant vice president and Virginia state manager. He will work out of Manassas, Va.

Mr. Pogoda has practiced law in California, New Jersey, Virginia and the District of Columbia.

He worked for the past eight years as a licensed title agent with a law firm title agency in Northern Virginia.


Philadelphia-Radian Guaranty Inc. said that William D. Kaiser has joined the company as senior vice president, operations. In this position, he will oversee Radian's field operations, contract underwriting and centralized operations.

Mr. Kaiser brings more than 20 years of mortgage banking experience to Radian, having most recently served as vice president, business solutions for Option One Mortgage.
