Washington--The Mortgage Bankers Association promoted John C. Golden as senior vice president of education.

In this capacity, he will be a key contributor in setting the strategic vision as well as for leading the development and growth of the Mortgage Bankers Association's educational programs through CampusMBA.

In addition, he will oversee the education department, administer ratings of its certification programs, including the certified mortgage banker, and develop and manage numerous additional professional certifications and designations such as the certified loan officer, certified mortgage servicer, certified residential underwriter and certified mortgage technologist.

Mr. Golden started his career as a senior technical writer with Computer Based Training Systems in the organization's Dublin, Ireland, office.


Washington--OFHEO director James B. Lockhart said that Christopher H. Dickerson has been appointed as director of OFHEO's office of supervision.

A 10-year OFHEO veteran, Mr. Dickerson has served as the agency's first chief compliance examiner in charge of the office of compliance, established in December 2003.

He replaces Len Reid who announced his retirement in September.

As head of OFHEO's office of supervision, Mr. Dickerson will provide oversight and ensure coordination among all supervisory offices: examinations, capital supervision, chief accountant, compliance, risk analysis and financial performance, policy and research, and systems and quality assurance. Prior to his time as chief compliance examiner, he served as examination manager for market risk and as senior model risk specialist, and before coming to OFHEO served as capital markets manager for the Office of Thrift Supervision, West Region, where he supervised staffs supporting examinations of some of the largest thrift institutions in the nation.


Jacksonville--Fidelity National Real Estate Solutions, a division of Fidelity National Financial Inc., said that Prem Luthra has joined FNRES as senior vice president corporate strategy and development.

Mr. Luthra will be responsible for media strategy, sales planning and execution, as well as partnership development for all of the FNRES Internet media properties.

He brings more than a decade of experience in the media and real estate industries, most recently as senior vice president, consumer media, at Move Inc.

Tampa--Mortgage Contracting Services said that Caroline Reaves has been promoted to president and COO.

Before joining MCS, Ms. Reaves spent the last three years with the First American Corp. and she is the former senior vice president of First American Default Information Services where she assisted with customer transition of First American products to new and existing clients.

Prior to First American, she was the vice president of default for Midland Mortgage Co. where she managed foreclosure, bankruptcy, property preservation and REO


New York--Broadpoint DESCAP, the mortgage- and asset-backed securities division of Broadpoint Securities Inc., hired P.K. Jain as managing director and head of its collateralized debt obligations and collateralized loan obligations products group.

Mr. Jain has more than 20 years of experience in structured products and has held positions at Fieldstone Capital, ABN Amro, Commerzbank and Bankers Trust.

New York--Madison Realty Capital has named Eric R. Scheffler managing director and general counsel.

He will manage the firm's corporate legal strategy and assist in overseeing Madison's loan portfolio.

Mr. Scheffler recently spent more than two years with Bear Stearns as associate director in its closing and structuring group within Bear Stearns Commercial Mortgage Inc., and while at Bear Stearns Commercial worked with originators, underwriters, capital markets and securitization counsel to structure, close and securitize fixed and floating rate conduit loans for national commercial properties.

New York--Cantor Fitzgerald & Co. said that Rocco P. Capoccia has joined its debt capital markets team in the new position of director of sales, mortgage-backed securities department.

He joins Cantor from Manchester Square Investment Group LLC, where he was CEO and director of marketing for alternative investment strategies.

Prior to that, he served as a managing director for Maxim Group LLC, with a focus on distressed/impaired asset-backed securities.

New York--American Securitization Forum associate director Tom Deutsch, an attorney with a residential mortgage-backed securities background, has been promoted to deputy executive director of the group.

Prior to joining the forum, Mr. Deutsch served as a lawyer in the capital markets department of Cadwalader, Wickersham & Taft LLP, where he represented issuers and underwriters in various structured finance offerings, including RMBS deals.

He also previously served as an associate at McKee Nelson LLP, where he focused on RMBS.


Fayetteville--Terry Hutchens, managing partner of the law firm of Hutchens, Senter & Britton PA, has been elected to serve a three-year term on the board of directors for USFN-America's Mortgage Banking Attorneys.

USFN is a resource network serving the mortgage industry.

Formerly known as the U.S. Foreclosure Network, it is one of the largest not-for-profit associations of law firms and trustee companies in the nation.


North Canton--Maxim Enterprises, a full-service property preservation company, has appointed Tom Tuersley as director of finance and technology.

In addition to financial duties, Mr. Tuersley is responsible for research and decision-making related to new systems, applications and technology.

Prior to joining Maxim, he held several positions during his 26 years with Casnet, a division of the Civista Corp., serving as president for the last 10 years, and was also vice president of production for WebX Internet Solutions until he assumed responsibilities with Maxim Enterprises in October.


McLean--JER Investors Trust Inc. appointed J. Michael McGillis to the position of chief financial officer.

Mr. McGillis joined the company in 2006 as vice president and has over 20 years of diverse financial management experience including vice president in finance at Freddie Mac, chief financial officer of Starcom Holdings, as well as in chief financial officer, portfolio management, corporate finance and audit manager capacities at AEW Capital Management, Robertson-Ceco Corp. and PricewaterhouseCoopers, respectively.


Seattle--Weyerhaeuser Realty Investors has hired Ben Conwell as vice president, investor capital.

Mr. Conwell comes from Quadrant Homes, where he most recently served as vice president for Northwest Communities, overseeing the development of Quadrant's large master planned communities in the Puget Sound area.

In 20 years with Quadrant, he held positions in finance, development and sales of land and income properties.
