CALIFORNIA

Irvine-Berkshire Mortgage Finance said that Rebekah Brown has joined the firm in the newly created role of senior vice president and general manager. Ms. Brown will work from the company's Irvine office.

Ms. Brown joins Berk-shire from Weil Realty Group. Prior to her tenure at Weil, she was the COO and CFO for The Dermot Co., a multifamily investment and development firm.

Irvine-Mavent Inc. said that Lynette Hotchkiss, Mavent's senior legal counsel, has been appointed as vice chair of the American Bar Association's Truth-in Lending Committee, a subcommittee of the ABA's Committee on Consumer Financial Services. Her term will begin immediately following the ABA annual meeting in August.

Ms. Hotchkiss has more than 22 years of experience in lending, real estate, corporate and general business law, working primarily with technology companies.

San Diego-Joseph Lydon and Bowers Espy have been appointed to serve as members of Accredited Home Lenders Holding Co.'s board of directors.

Mr. Lydon is Accredited's president and chief operating officer and joins the board as the third inside director along with Accredited co-founders Jim Konrath and Ray McKewon.

Mr. Espy is a former Merrill Lynch investment banking executive who has served as chief operating officer of Merrill Lynch Mortgage Capital Inc., head of Merrill Lynch's financial institutions restructuring group and co-head of the depository institutions unit responsible for mergers and acquisitions.

DISTRICT OF COLUMBIA

Washington-The Office of Thrift Super-vision said that Michael Finn has been named to serve as regional director of OTS's West region.

Prior to being named West regional director, Mr. Finn served as assistant managing director for complex and international operations for OTS in Washington.

He has worked in thrift supervision for over 17 years, beginning his career in 1986 as a financial analyst in the New York district office of the Federal Home Loan Bank Board, OTS's predecessor agency.

ILLINOIS

Chicago-Kenneth Bloom was recently named president of the two-month old Sheldon Good Financial Services - a company that has established a $250-million global lending fund to meet the short-term cash flow needs of commercial, industrial and residential real estate owners. He previously was the chief operating officer of the Northbrook, Ill.-based, privately-held distributor Maurice Sporting Goods.

MASSACHUSETTS

Boston-DebtX has announced that former Freddie Mac chief executive officer Greg Parseghian has joined the company's advisory board.

DebtX helps commercial banks, insurance companies, pension funds, investment banks, credit card companies and consumer fin-ance firms analyze, price and market single loans or pools of loans - including residential mortgages - to more than 2,800 accredited buyers in the United States and abroad, according to the company.

Mr. Parseghian said the company is bringing "much-needed liquidity to a broad range of loan portfolios across the entire financial services industry."

Boston-The Federal Home Loan Bank of Boston said that Ellen McLaughlin has been named senior vice president, general counsel.

Ms. McLaughlin came to the bank in 1990 as senior attorney. She was promoted to legal officer in 1994, assistant vice president in 1996, associate general counsel in 1997, and vice president, associate general counsel in 2000.

Before joining the bank, Ms. McLaughlin was a staff attorney at H.P. Hood Inc., in Boston, and TAD Technical Services Corp. in Cambridge, Mass.

NEW YORK

New York-The Bond Market Association has appointed Robert B. Toomey as principal staff advisor to the association's funding division. Mr. Toomey was also named vice president and assistant general counsel.

Mr. Toomey brings 15 years of business and legal experience to the association. Most recently, Mr. Toomey was counsel and assistant vice president at the Federal Reserve Bank of New York.

Prior to the Federal Reserve Bank of New York, he served as special counsel within the Division of Corporate Finance at the Securities and Exchange Commission.

Uniondale-Arbor Commercial Mort-gage LLC has appointed Lynne Viccaro as director of marketing. Ms. Viccaro will be located in Arbor's corporate headquarters in Uniondale.

Ms. Viccaro joins Arbor with over 10 years of industry experience and will be responsible for the development of marketing strategies and providing sales support for both Arbor Commercial Mortgage LLC and Arbor Realty Trust, Inc.

Previously, she was marketing programs manager at Arrow Electronics and editor-in-chief, associate publisher of Multi-Housing News.

NORTH CAROLINA

Charlotte-Wachovia said that Daniel Cunningham, former national director of affordable housing at Fannie Mae, has joined the firm as head of affordable and seniors multifamily housing lending in Wachovia Real Estate Capital Markets.

Mr. Cunningham had oversight of a $10 billion affordable housing finance portfolio at Fannie Mae and will build out and manage capital markets financing for affordable and senior's multifamily projects at Wachovia.

OHIO

Columbus-Mark E. Yale has been named senior vice president and chief financial officer of Glimcher Realty Trust, a retail real estate investment trust. The appointment of Mr. Yale, 39, will take effect Aug. 30.

Mr. Yale was most recently manager of finance and chief financial officer of Storage USA, a division of GE Real Estate, Memphis.

UTAH

Salt Lake City-USA Lending Group has named Brent Lawyer as finance manager. Mr. Lawyer's responsibilities will include translating USA Lending Group's business plan into a viable financial plan and leading the company's accounting staff to address the company's projected growth.

Mr. Lawyer has 11 years experience in finance and accounting. He began his career consulting with American Express. Following American Express, he consulted with the Small Business Development Center.

VIRGINIA

Richmond-LandAmerica Financial Group Inc. has promoted Larry Tuliszewski to senior vice president, commercial services for the Northeast region, which includes states from Delaware to Maine.

Previously, Mr. Tuliszewski served as vice president and Philadelphia branch manager for commercial services.
