HAND Elects Regional Community Development Leaders

The Housing Association of Nonprofit Development, a multistate regional membership association dedicated to supporting the community development industry in the Washington area, elected its new leadership for the 2013-2015 term.

Michael Scheurer, a community housing officer for the Virginia Housing Development Authority, and a real estate finance and community development veteran who leads VHDA’s affordable housing outreach in northern Virginia, will succeed Nina Janopaul as president of HAND.

Upon his election Scheurer reiterated the new leadership’s goal to expand “HAND’s well-regarded training platform,” which helps the entire membership with educational forums about “trends and tactics impacting affordable housing and community development issues” and challenges facing the affordable housing market today.

HAND also elected Maryann Dillon, executive director of Housing Initiative Partnership as its vice president, and added to the board of directors Raymond Skinnerof the Maryland Department of Housing and Community Development as secretary; Winell Belfonte of Bethesda, Md.-based nonprofit practice, CohnReznick Group, who also is HAND’s principal and co-chair; and Paul Weech, a policy and external affairs officer at the Housing Partnership Network, who serves as HAND’s executive vice president.

Their combined experience in various areas of community development is expected to enhance HAND’s efforts to provide solutions for the ever growing need for affordable housing especially in the metropolitan area.

Collectively, they have more than 100 years of experience, said executive director of HAND, Heather Raspberry, which will help the organization to strategically further its community development mission in the Washington area.

During his long career Scheurer held positions at the Fannie Mae Washington Metropolitan Community Business Center, National Association of Home Builders and Department of Housing and Community Development in Fairfax County, Va.

Skinner has headed the Maryland Department of Housing and Community Development since 2007 and previously, from 1999-2003, was involved in the development and management of housing policy and state housing finance programs.

Weech is a 25-year veteran in federal housing policy and financial services and has held positions at Fannie Mae and the Small Business Administration.

Dillon focused on multifamily, rental, for-sale and affordable housing during his more than 20 years in the business, while Belfonte has experience with planning and performing all aspects of nonprofit, affordable housing real estate and commercial audits for CohnReznick.
