Ms. Allen is the Legal Division Director for the Maryland State Treasurer's Office where she provides guidance with respect to the federal tax and securities laws applicable to the State's bonds. Ms. Allen was previously a partner at McKennon Shelton & Henn LLP in Baltimore, Maryland where she had a general public finance practice. Notable representations include serving as counsel to the Maryland Water Quality Financing Administration in the creation of its Bay Restoration Fund bond program and as counsel to the Maryland Transportation Authority on the first issuance of GARVEE bonds in the State of Maryland. Ms. Allen is a graduate of Syracuse University and the University of Maryland School of Law.

Michael K. Drulis is the Executive Director of the Government Finance Officers Association of New Jersey.� Since 1937, the GFOA of NJ has been a professional association of government finance officers working together to enhance and promote professional management of government for public benefit. �The GFOA of NJ’s membership includes those working in state, county, and municipal government, school districts, the public employee retirement systems, libraries, federal agencies, investment banks, and accounting, law, and consulting institutions.For over five years Michael and the GFOA of NJ staff have served their membership in providing full time management for the organization and maintaining a “good government” presence in the halls of the Trenton Statehouse.�Professionally, since 1999 Michael has served in and out of local government and has led organizations as their association executive and lobbyist.� He is a graduate of Rutgers College and is currently in the Master of Public Administration program at Rutgers, Newark.� He is a resident of Raritan Township, New Jersey with his wife Mitchelle and daughter Torri.

Dan Schnur is the Director of the Jesse M. Unruh Institute of Politics at the University of Southern California. He is also the founder and Director of the USC Dornsife/Los Angeles Times poll series.�In 2010, Dan was appointed Chairman of the California Fair Political Practices Commission (FPPC). During his tenure, he implemented groundbreaking campaign finance disclosure requirements for independent committees. Dan also was a founder and co-chairman of the Voices of Reform project, the bi-partisan statewide effort whose work laid the foundation for California’s landmark redistricting reform.In 2014, Dan ran for statewide office as a non-partisan candidate for California Secretary of State.Dan is an Adjunct Instructor at the University of California at Berkeley’s Institute of Governmental Studies and has taught at the John F. Kennedy School of Government’s Institute of Politics at Harvard University and George Washington University’s Graduate School of Political Management.Dan has worked on four presidential and three gubernatorial campaigns as one of California’s leading political strategists. He served as the national Director of Communications for the 2000 presidential campaign of U.S. Senator John McCain and was the chief media spokesman for California Governor Pete Wilson.��Dan has been an advisor to the William & Melinda Gates Foundation, the William and Flora Hewlett Foundation, the Broad Education Foundation, the Pew Charitable Trusts, the James Irvine Foundation, the Public Policy Institute of California and the Stuart Foundation on a variety of K-12 education and college and workforce preparedness efforts.

Jeffrey Fried joined BAM from the Edwards Wildman Palmer Law Firm, where he was a Partner and the Senior Legal Risk Manager for the firm's Public Finance Practice. From 2007 to 2011, he was a Partner at Greenberg Traurig, where he helped to establish a national public infrastructure practice focused on municipal finance, public-private partnerships and regional public finance underwritings. Before that, he served as a Senior Managing Director and Group Head in Public Finance at FGIC and earlier was General Counsel, Public Finance and General Counsel, AFSLP at AMBAC. He has a B.S. from State University of New York at Albany and a J.D. from the Fordham School of Law.
