  • Richard Caldwell has been named executive vice president and chief lending officer at California Savings Bank's San Francisco office as part of the bank's expansion of commercial real estate lending in Northern California.The San Francisco-based bank said it now has three commercial lending offices serving Northern California: San Francisco, Walnut Creek, and Sacramento. Patricia Theophilus, EVP and chief credit officer, said the bank now has a commercial loan pipeline of over $300 million. Mr. Caldwell, who was previously a principal at Buchanan Street Partners, a regional mortgage bank and fund manager, said California Savings plans to "move quickly to meet rising demand in the region for land loans, ground-up construction, value-added bridge financing, and permanent loans across a broad range of commercial property types, including multifamily, retail, hospitality, R&D, office, industrial, and single-family residential tracts." Mr. Caldwell has also held positions at GMAC Commercial Mortgage and Merrill Lynch Capital.

  • Former U.S. Sen. Thomas A. Daschle of South Dakota, who was the Senate Democratic leader until his re-election defeat in 2004, has joined the board of directors of CB Richard Ellis Group Inc., Los Angeles.Mr. Daschle is currently special policy adviser in the Washington office of the Alston & Bird law firm, where he advises clients on a variety of public policy issues, including financial services. Brett White, CBRE's president and chief executive officer, said the company would "benefit tremendously from Tom's insight and experience with economic issues, international affairs, and other issues" and that the former senator would help the board expand the company's real estate services worldwide. Martin has joined Rogers Townsend & Thomas PC, a law firm with offices in Columbia and Myrtle Beach, S.C., to direct quality assurance efforts for the firm's Default Services section.Before joining the firm, Mr. Martin was senior vice president at Aurora Loan Services Inc., where he set strategy in areas such as loss mitigation, real estate owned, claims, and foreclosures. Bayz has been named executive vice president and chief accounting officer at Metrocities Mortgage LLC, Sherman Oaks, Calif.Ms. Bayz was most recently senior vice president and controller with WMC Mortgage, a subsidiary of GE Consumer Finance.   • Carl Levinson has been named head of the North American Consumer Lending Group (including mortgage and home equity lending) of Citigroup's Global Consumer Group.The appointment was announced as part of a new organizational structure for the Global Consumer Group. The others are Vik Atal, who will head Citi Cards; Ellen Alemany, who will continue running the Commercial Business Group; and Ray Quinlan, who will become head of Retail Distribution North America.   • Mike Skalka has been named chairman of the international group of Stewart Information Services Corp., Houston, and elected chairman of three wholly owned Stewart subsidiaries.In addition, Stewart Morris Sr. has been appointed chairman emeritus of Stewart Information International Inc., one of the three subsidiaries. Tonnesen has been named president and chief executive officer of Triad Guaranty Inc., Winston-Salem, N.C., and its subsidiary, Triad Guaranty Insurance Corp., succeeding company founder Darryl W.
