Impact 3% Rule and QM has on Originations

Mortgage grapeviner “sfranny” recently wanted to know since seller points are not included in the 3% rule, does this mean that a seller can pay for origination points or discount points?

Also, the poster said that if second mortgages and HELOCs are not covered under QM, banks will have to set aside 10% reserves. If this happens, “sfranny” is hearing that banks might quit issuing these.
