Leslie Chappel has joined Draper and Kramer Mortgage Corp. as vice president of residential lending.

Chappel was DKMC’s first hire in Louisville, where the company recently celebrated the grand opening of its first branch in the city.

Prior to joining DKMC, Chappel served as an originator for three other lenders in Louisville.

SEVERNA PARK

Primary Residential Mortgage Inc. has opened a new branch located in Severna Park under the management of Kyndle Quinones.

Kyndle comes to PRMI with 16 years in the industry and before joining PRMI, she was a senior loan officer at First Home Mortgage for 15 years.

She is joined by Carolyn Rose, loan officer assistant, and Sara Tinker, paralegal.

Morningstar Credit Ratings said that Charles Citro joined the company as managing director for commercial mortgage-backed securities ratings and analytics.

Most recently, Citro served as a senior managing director at Cushman & Wakefield Inc., where he held a role within the asset surveillance group.

Prior to Cushman & Wakefield, he was a managing director at Macquarie Group.

Eastern Union Funding is expanding its health care team with the addition of Nachum Soroka, an underwriter with years of experience in health care financing.

Before joining Eastern Union, Soroka was the chief underwriter for the national health care financing group at Banco Popular North America.

Prior to that, he was a lead analyst for Maryland-based Congressional Bank, an affiliate of the largest HUD health care lender, working on bridge loans and lines of credit.

DRAPER

Castle & Cooke Mortgage said that Adam Thorpe, the company's president and COO, has been appointed to Fannie Mae's Single-Family Risk Advisory Board.

The Risk Advisory Board helps shape the credit policies of Fannie Mae and is comprised of 18 senior risk executives from lenders around the country, who serve a minimum term of one year.

A licensed attorney with more than 15 years of legal experience, Thorpe joined Castle & Cooke Mortgage in 2013 as the company's senior vice president and chief risk officer.

LoanCare said that Jeff Bell has assumed the role of chief information officer.

Most recently, Bell was a partner with Crystal Shores Consulting where he worked with mortgage institutions as a management consultant.

Prior to Crystal Shores, he was the CIO for PHH Corp., where he served on the executive management team.
