Partner Engineering and Science Inc. named Eric Correia as technical director of Fannie Mae Services.
Correia, who joined the firm’s San Diego office in August 2010 as a project manager, will serve as the primary resource for Partner’s lender clients, technical staff and project managers throughout the United States.
His primary responsibility is to guarantee that the scope of the due diligence required by the government-sponsored enterprises on multifamily loans is met.

Holliday Fenoglio Fowler said that the investment sales team of Steven Golubchik and Nicholas Bicardo has joined the firm’s San Francisco office.
The two brokers will focus on capital markets transactions in the office, industrial and retail sectors throughout Northern California.
Golubchik, who was a vice president and senior member of Grubb & Ellis’s Capital Markets Group, joins HFF as a director and will focus on the disposition of office and industrial assets in Northern California and throughout the Pacific Northwest.
Bicardo, who was a vice president and senior member of Grubb & Ellis’s Capital Markets Group, joins HFF as a director and will focus on the disposition of retail properties throughout the Pacific Northwest with a primary focus on Northern California.

WFG National Title Insurance Co. named Thomas Klein senior vice president, Southeast region.
In his new position, Klein will focus on managing and growing the company’s agency support operations in Alabama, Delaware, District of Columbia, Georgia, Maryland, Mississippi, South Carolina, Virginia and West Virginia. He will be based in Richmond, Va.
He comes to WFG National Title having been in the settlement services industry for 30 years and was most recently vice president with Alliance Solutions, a national consulting firm specializing in business process and compliance consultation for title agencies and underwriters.

TMS Funding, the wholesale residential lending channel of Total Mortgage Services, hired John O’Brien as wholesale account executive.
O’Brien joins TMS Funding with over 20 years of experience in developing and managing sales in mortgage wholesale and correspondent relations.
For over 12 years he was employed by Flagstar Bank, most recently as vice president of sales/regional manager.
Prior to holding this position, he was an assistant vice president of sales/area manager and an account executive at Flagstar Bank.

The Federal Deposit Insurance Corp. named Michael Krimminger, a close aide to chairman Sheila Bair, as the agency’s new general counsel.
Krimminger’s appointment was effective immediately. He had been serving as the FDIC’s acting general counsel. Krimminger succeeds Michael Bradfield, who stepped down as general counsel in August.
Krimminger has been Bair’s chief policy deputy since 2009, which has put him at the forefront of many key policy initiatives undertaken during the crisis.
Among other issues, he has had a role in the FDIC’s support of loan modifications to prevent foreclosure, as well as in the agency’s implementation of new resolution authority for large firms mandated by the Dodd-Frank Act.

Armstrong Teasdale LLP added Amy S. Rubin as of counsel in the St. Louis office.
Rubin, previously president and general counsel for St. Louis Title, a company she founded in 2005, works with lenders, developers, attorneys and brokers advising on a wide variety of real estate-related matters.
Concentrating in the areas of banking and real estate, she counsels in the acquisition, sale, leasing, financing, development and construction of commercial property, including foreclosures.

Brookfield Office Properties said that Veronica Hackett has joined the company as senior vice president, development for U.S. commercial operations.
Hackett has over 25 years of experience in various executive-level positions in commercial real estate.
Most recently, she was the co-founder and managing partner of The Clarett Group, a New York-based real estate company that develops mixed-use properties in urban areas.
Prior to founding The Clarett Group, Hackett spent 10 years as executive vice president of Park Tower Realty.

Credit Suisse said that Dale Westhoff has joined the bank as the global head of structured products research.
Most recently, he was head of consumer modeling teams at JPMorgan.
Prior to the merger between Bear Stearns and JPMorgan, he was a senior managing director and head of quantitative research at Bear Stearns.
Westhoff joined Bear Stearns in 1990, specializing in analysis and modeling of mortgage-backed security prepayments.

Elliott & Co. Appraisers promoted George Williams to the position of client services director, replacing Carlyle Holt, who has been promoted to general manager.
Williams has been a real estate appraiser for almost 25 years and became a certified appraiser once North Carolina began its state certification program.
He joined Elliott last year as a review appraiser.
Holt has a background in property and casualty insurance and commercial and residential construction restoration.

Resource Title National Agency Inc. appointed Keith Barker as vice president, national commercial division.
Barker, a sales veteran of over 13 years, joins the commercial division’s national sales team.
He will focus on territory growth as well as the development and servicing of traditional commercial and investment transactions.
He will be based in Washington where Resource Title National is expanding its East Coast and Mid-Atlantic presence as part of its expansion in the national commercial market.

Linear Title & Closing promoted Jessica Digilio as its chief technology officer.
The company has also appointed her as a member of its executive management staff.
Digilio has been with Linear since the company’s inception in February 2005 and was actually the company’s first hire.
