Bellingham, Wash., returned to the top of the list of the best-performing metropolitan areas based on home values, Pro Teck reported in a news release. In total, California and Washington had a total of seven cities make the top-ten list.

Other stand-out cities included Boise, Idaho, Phoenix and San Antonio.

The ten worst-performing cities were more spread out, with Huntsville, Ala., coming in last.

Additionally, Pro Teck reported that the months of remaining housing inventory fell 12% year-over-year, to 6.11 months. Still, Pro Teck warned against using a national figure like that in assessing the health of a specific market.

"Home Value Forecast believes all real estate is local and that national numbers mean little when you are buying or selling in a particular market," said Tom O'Grady, chief executive of Pro Teck Valuation Services, in a news release. "Although the national trend seems promising, it's important to evaluate fundamentals at the metro level."

O'Grady noted that while the worst-performing markets tended to have higher MRI figures, even beyond 10 months, the best markets saw MRI figures as low as 4 months and below.
