Valligent Technologies has hired Walter Allen as executive vice president of digital transformation.

Within this position, he is charged with driving change and implementing Valligent's digital and technology strategy in the areas of appraisal alternatives, alternative inspections and cloud adoption.

Prior to joining Valligent, Allen was an executive with CoreLogic.

San Diego

Guaranteed Rate has named Zoe Khetani as a vice president of mortgage lending in San Diego, specializing in veteran lending.

Khetani, who previously served with the Navy Federal Credit Union, joins the Guaranteed Rate team with over 10 years of mortgage and real estate industry experience.

U.S. Mortgage Insurers said that Derek Brummer will serve as the association's new chairman of the board.

Brummer is the president of mortgage at Radian Group Inc. He succeeds Bradley Shuster, executive chairman of NMI Holdings Inc.

Brummer previously served as USMI's board vice chairman. He was named Radian Group's president of mortgage in February.

Mark Casale, who is the president and CEO of Essent Guaranty, will take over as vice chairman of the board of USMI, and Rohit Gupta, president and CEO of Genworth MI, will serve as USMI's treasurer and secretary of the board.

Merchants Capital has hired Dwayne George as executive vice president, national head of production.

George, who has 15 years of multifamily production and management experience, previously held positions at Greystone and Northmarq, and most recently at Freddie Mac as senior director of target affordable housing production.

In his new role at Merchants Capital, his primary responsibility is to lead the company's sales team.

Waterstone Mortgage Corp. has promoted Rich Tucker to chief operating officer.

He has been with Waterstone Mortgage since June 2018, when he joined the company as a regional operations manager during the onboarding of its Albuquerque, N.M., branch.

Tucker, who has nearly 20 years of experience in the mortgage industry, is a former president of the Oklahoma Mortgage Bankers Association.
