Sometimes HUD is Just Plain Crazy

HUD found out there is no housing design for the deaf, so the agency spent $1.5 million to build the Apache ALS Trails apartment complex in Tempe, Ariz. After the complex is built, HUD tells the city that 75% of the housing units that are built for deaf tenants need to be rented to people that are not deaf or the agency will lose their funding.
